In the beginning, you can offer his favorite treat, but as Reagan gets better at stepping up, decrease the frequency of treats so that eventually he will happily step up just for your praise. Move your wrist slowly in front of his abdomen directly above his feet. Make sure you are close enough that it will be an easy step for him. Give the “step up” command with a little pressure under his abdomen. When he steps up, give him lots of praise. Patience is very important as the progress for each bird will be different. Not sure what you have tried so far.

That is exactly what I was going to say.

That is Lilly & Mystics favorite thing to say, although they won't always do it! So far, Mystic goes back into her cage really well, Lilly is ...more of a challenge! ;-) Sorry I can't offer you any help cause we're still working on it.

I just walked him up like a latter, repeatedly. He is on one hand, I place the other in front, if he didn't get it, I would drop my hand a little with the other right there, and quickly repeat. Also having a treat in your other hand, if he is on the floor, or perch, seems to encourage them to close the gap by getting on your hand.
